This change:

  • automatically combines release wheels into one archive
  • adds the sdist build
  • moves the manylinux wheel builds to ubuntu2004-large because they are expensive
  • refactors the EVG release matrix into a single variant
  • updates the release.rst docs for the newly simplified release process
